What, pray tell, is the Obamunists' explanation and/or excuse for this bit of "Chicago-on-the-Potomac"?:
Not long after news leaked last month that Andrew Romanoff was determined to make a Democratic primary run against Senator Michael Bennet, Romanoff received an unexpected communication from one of the most powerful men in Washington.
Jim Messina, President Barack Obama’s deputy chief of staff and a storied fixer in the White House political shop, suggested a place for Romanoff might be found in the administration and offered specific suggestions, according to several sources who described the communication to the Denver Post.
Romanoff turned down the overture, which included mention of a job at USAID, the foreign aid agency, sources said.

That statute seems to be written pretty broadly, and an appointment would seem to be "something of value" under the section that defines the crime as anyone who "directly or indirectly gives, offers, or promises anything of value to any public official, former public official, or person selected to be a public official, for or because of any official act performed or to be performed by such public official, former public official, or person selected to be a public official."
As to the White House's excuse, it was limper any man unlucky enough to be trapped in a room with Rosie O'Donnell, a teddy, and a box of prophylatics:
The White House said that no job was ever offered to Romanoff and that it would be wrong to suggest administration officials tried to buy him out of the contest.
“Mr. Romanoff was never offered a position within the administration,” said White House spokesman Adam Abrams.
Yet several top Colorado Democrats described Messina’s outreach to Romanoff to the Post, including the discussion of specific jobs in the administration. They asked for anonymity because of the sensitivity of the subject.
Flat denial, easily refuted. But the most galling quip of all comes from Geraghty: "We'll never see prosecution of this." And we won't, because right now, America IS a one-party state, and that one party is corrupt and tyrannical beyond nightmares of avarice.
And all this for an appointed senator that by all reports is a dead man walking a year from now? Guess that's the "judgment to lead" Barry was bragging about a year ago. Pity it didn't come with an orange jumpsuit and a pair of handcuffs.
