He'd rather lose the War Against Islamic Fundamentalism than lose what amounts to his own re-election bid. Wait, let's be even more candid: He would rather thousands more Americans be murdered by our enemies than suffer any political setback from doing his Constitutional duty of protecting them and the rest of us. But then, why wouldn't he, since he doesn't really believe we're in a "war" at all?
