Many banks that once offered free checking now impose fees on account holders. In The Wall Street Journal this week, John Berlau argues that new Federal Reserve rules and the Dodd-Frank financial reform bill have caused the end of free checking. So Berlau suggests that Congress make it up to consumers by introducing "The Free Checking Restoration Act."
