Remember that first season episode of Star Trek where there were two versions of the same alien, the one from our universe being a violent, raving maniac and the one from a parallel universe being a calm, reasonable gentleman?

What A-jad means, of course, is that it's bad for a Sunni despot to indiscriminately mow down his own people. It's easy-peasy, winner-winner-chicken dinner peachy-keen if he and the mullahs do it, as, um, they did not even two years ago.
