The Disconnect

Saturday's Tea Party Patriots gathering at the fair grounds in Sacramento was a boisterous and, as always, well-behaved and friendly event. The large crowd sat under very sunny skies and heard from Tea Party Patriots co-founder Mark Meckler, Congressman Tom McClintock, the Media Research Center's L. Brent Bozell and me among many others. My on-stage colleagues were passionate and interesting, but by far the most important message came from the crowd not from the front of the gathering.

The vast majority of the grassroots at the rally think the House GOP got rolled on the recently completed budget deal. They are profoundly unhappy with the Beltway GOP and talk of primary opponents and support for Democrats in select races against big-spending Republican appropriators was everywhere.

Grasping budget's billions and trillions

Taxpayers might have strong feelings about government spending, but most have no idea what the huge, abstract numbers in the federal budget mean to them personally. So most of us pay our taxes, vote on occasion, and let the politicians deal with the dollars.

Was the recent compromise trimming this year's $3.8 trillion federal budget by approximately $38.5 billion a good deal for taxpayers? How about the proposal by House Budget Committee Chairman Paul Ryan (R., Wis.) to reduce spending by some $6.2 trillion over the next 10 years? Or President Obama's $4 trillion counterproposal?

There is a lot more to taxes than simply paying the bill. Taxpayers must spend significantly more than $1 in order to provide $1 of income-tax revenue to the federal government.

To start with, individuals and businesses must pay the government the $1 in revenue plus the costs of their own time spent filing and complying with the tax code; plus the tax collection costs of the IRS; plus the tax compliance outlays that individuals and businesses pay to help them file their taxes.

Although he was literally correct that there is no magical concatenation of words involved, there is a formula.
